About Jose Mineiro

Based in Porto, Mr. Mineiro, a seasoned Portuguese film producer and the pioneer behind Portugal’s for-profit Cultural Production Golden Visa program, hails from Obidos in Portugal.

Proficient in five languages—Portuguese, English, French, Spanish, and Italian— he is one of the leading authorities on the Portuguese Cultural and Job Creation Golden Visa streams.

Since 2002, he has produced over 120 commercial films, including for some of the biggest brands in the world. In addition, his portfolio boasts acclaimed feature films like “Heartango” by Gabrielle Muccino, starring Monica Bellucci.

Mr. Mineiro’s influence extends beyond film production; he’s been instrumental in shaping national and regional policies, as well as steering international projects involving Portugal’s official entities for decades.

Recognizing the Portuguese Golden Visa program’s potential as a catalyst for development, he spearheaded the establishment of a network of regional entities, streamlining Golden Visa investments for tangible socio-economic benefits.

In collaboration with his team, Mr. Mineiro has pinpointed and cultivated numerous impactful investment opportunities in cultural production, urban revitalization and rural, research focused job creation.

These endeavors align with Portugal’s territorial development strategies under the DORO development association, where Mr. Mineiro presides as board president.

His contributions extend to various spheres: he’s served on juries for the Portuguese Film Institute, directed regional tourism agencies, founded the Centro Film Commission, and led as its president. Additionally, he’s held positions on the board of directors for Obitec.

An active member of the Portuguese Producers Association, Mr. Mineiro also holds the role of Executive Producer at CheckTheGate Films.

Visadoro Chief Financial Officer

Based in Obidos, Mr. Laboreiro is a seasoned finance executive with extensive experience in product development, startups, consulting and go-to-market strategy.

He has worked across SMEs, Corporations as well as the Public Sector, managing multidisciplinary teams, working with SCRUM (methodology) and JIRA (software). He also has hands-on experience on leading and running multidisciplinary projects in the wine industry, hotels and tourism, food production, as well as IT companies.

Mr Laboreiro has spearheaded the funding of several new projects in agriculture, tourism, and the public sector, focussing on (among other aspects) energy efficiency through the use of photovoltaic panels in roofs, ground structures, and other buildings and facilities.

He speaks Portuguese, English and French, and holds an MBA from London Business School, in addition to a BsC Engineering Degree from the Polytechnic Institute of Bragança (Portugal),

Visadoro Operations Director

Danilo Normando

Originally hailing from Belém (Brazil), and now based in Porto, Mr Normando serves as Operations Director at Visadoro. His field of expertise lies International Affairs, complemented by his exposure within the investment migration industry.

In his previous role as Key Account Manager for a prominent Brazilian investment migration firm, Mr Normando gathered invaluable experience assisting clients in successfully applying for the Portuguese Golden Visa, D7 Retirement Visa, as well as the D3 Visa for Highly Qualified Applicants.

At Visadoro, he overseas daily operations, playing an instrumental role in onboarding new clients and finding innovative solutions to the challenges our clients encounter.

He is fluent in English and Portuguese, and excels at growing key supplier and client relationships across borders.
