Whilst the market response to the product has been jaw-droppingly positive, challenges pertaining to project approvals have thus far prevented the for-profit Cultural Golden Visa from becoming Portugal’s top-selling Golden Visa option.

How the Cultural Golden Visa Program works…

Portugal Golden Visa By Film Production 2024

According to existing program guidance issued by SEF (now AIMA), in order to meet the requirements for the Artistic Production / Cultural Heritage Preservation Golden Visa, you have make a:

Capital transfer on the amount equal to or above €250,000 for investing in artistic output or supporting the arts, for restoring or maintenance of the national cultural heritage, through local and central administration services, public institutions, public corporate sector, public foundations, private foundations of public interest, network local authorities, local corporate sector organisations, local associations and public cultural associations, pursuing activities of artistic output, and restoring or maintenance of the national cultural heritage.

[And]

The amount of this investment may be reduced in 20% (200 thousand euros) when in a low density territory (NUTS III).

This definition means that a wide array of project, including film and cultural festival sponsorships, museum and theater restoration projects, as well as feature film and theatre productions could all potentially be eligible for the Cultural Golden Visa.

It is also worth noting that this definition would cover both non-refundable donations and contributions where a financial return could reasonably be expected.

In practice, however, the vast majority of projects approved under the Cultural Golden Visa track, to date, have been donation based projects…
